SingleColumnValueFilter which returns an entire row
when specified condition is matched, ColumnValueFilter return the matched cell only.
This filter is used to filter cells based on column and value.
It takes a CompareOperator operator (<, <=, =, !=, >, >=), and
and a ByteArrayComparable comparator.
